Not all Netsuke are signed, only about half of them are. Generally speaking, signed Netsuke are not superior in quality to those that are unsigned. At first Netsuke were purely functional and were produced by artists who, traditionally, did not sign their work. As the style spread of wearing more and more attractive Netsuke, carvers began signing their work.
